The Act also provides that a legal aid certificate is issued to the person to whom legal aid is granted, which may be determined for the preparation and conduct of his or her defence. The Legal Aid Act led to the creation of the Legal Aid Clinic in 1971. According to the law, any person who has sufficient grounds to initiate or defend legal proceedings is not prevented from doing so due to lack of resources. Ulster County Crime Assistance Program The Ulster County Crime Victim Assistance Program operates a 24-hour helpline. We always need compassionate people who are willing to volunteer for evenings, weekends and holidays. Upon completion of a 30-hour training program, volunteers are certified as rape counselors and can help innocent victims of violence in our community.
